Welcome! Very cute puppy and looks very poodley to me but if it is being sold as a toy poodle the seller should have the pedigree and receipts etc from the breeder, or at least the breeder's name and address.

I would be rather suspicious of "personal circumstances" as a reason for selling such a young pup. Has the seller listed other puppies before? Private sales are often a front for puppy mills and puppy importers. Does the puppy have a pedigree? If not I would assume it was a mix until proven otherwise. Are there full records of vaccinations, worming, etc? A vet certificate? Sounds promising! Poodle puppies are hard work and have very sharp teeth - buyer remorse is definitely possible especially if small children and/or long working hours are involved.
