I am a little bit concerned this is Flora after heat

How old is she, and how long ago did her heat start? This kind of mammary development is not unusual especially if they are having a false pregnancy. I'm assuming there is no way she is pregnant.

Quite normal after a heat; they may even swell more and start lactating in a few weeks/months. False pregnancy is so common in dogs it is practically the norm, but if there is any chance at all that she could have mated I would talk to your vet at once.
