I would practice at home first with your family and friends who will do things the way you want to teach the correct behavior. Have your girl on a leash and give your helper some treats. You should also have treats. Have the person approach and as they do so tell Peggy to sit. If she sits and holds it give her a treat with the person just out of jumping reach (short leash). Repeat that until she is reliable on holding the sit with the person just out of range. At that point the person can approach closer and you again tell her to sit. Once she can hold the sit with the person close enough that she could jump up. At that point have the helper tell Peggy to sit and if she sits without jumping up the helper will now give her the treat. For a while you can give helpers treats that they will only give for no jumping. If she does try to jump up have the person take a couple of steps back and out of range. You will then remind Peggy to sit and once she resettles have the person approach again.

Eventually what I did with this with both Lily and Javelin was to have them doing sits, downs and stands in the aisles at PetsMart. We started in very quiet aisles in the back and then moved to busier aisles. Eventually we could do these behaviors just inside the main entrance where instead of giving people treats the reward was that friendly adults who asked could pet them as long as the dog held the position.
