Here in the US both bitch and stud are normally x rayed prior to breeding. Hip testing is a very common when it come's to health testing in the US. You certainly don't want to breed a dog with fair hips to another with fair hips or worse. I don't know why anyone would be against hip testing. Hip displasia is horrible and should be avoided if possible.In Sweden there is a beginning debate about the condition on the miniatures hips. So some breeders that I know, is starting to x-ray there stud-dogs.
Many of the established breeders here in Sweden are very unwilling to this. Why I do not know.
