Its a submissive puppy thing 
Puppies will like their mothers mouths for them to regurgitate food. Adult dogs retain this submissive gesture and lick the alphas mouth/face to mimic puppy behavior signaling to the alpha that they are helpless and not a threat, like a puppy.
