UPDATE 5/2021: The scabs went away after a few weeks of flaky skin and never returned. However, he has darker, straighter hair coming out of that area now.

Hi everyone, I would appreciate any advice to help my five month old standard poodle. Most vets are closed for Christmas holiday and I don't know if this is an emergency.
When giving a bath this evening, I noticed a couple black, raised scabs which are bothering my pup. He has a longer coat, so I didn't notice them until now, but did notice him biting at his tail in one area and scooting to relieve the itch at the base of the tail. I bathe him about every 10 days and keep his sanitary area clean in between baths. I have a photo best I could get (midway down the tail), as he does not want me touching that area right now. There is also a sore closer to the base of the tail. I truly thank you for any help.
