Welcome. Since you mention 25 pounds, it also sounds like you are looking for a moyen sized poodle. Unfortunately, combined with your other criteria, moyen elevates your search to unicorn hunt difficulty levels. The moyen is not a recognized size in North America. Consequently, only a handful of good breeders work with imported European dogs of that size. The rest of the so called moyen breeders are doing intervarietal crosses; some have a doodle business going on the side. Caveat emptor. Theoretically standard poodles start at 15", which would put you in your desired weight range. In actuality, most North American standard poodle breeders are working with dogs that are 22" and up. Standard poodles under 35 pounds are rare; 50-60 pounds is more common.

Dropping down to true miniature sized, I'd take a look at Moonrise and Safranne. I know for sure Moonrise does not dock. Others on this forum have bought from Safranne and could tell you more about their program.
