Exclamation Dog loose in my neighborhood - should I call animal control?

There was an adorable poodle x of some sort following me thru the neighborhood today. He looked a little mangy, and stopped to eat some trash. His tail was between his legs, but he looked very sweet and friendly. I couldn't get close enough to him to hook him on to a leash. I noticed he had tags. Should I call animal control to pick him up? I'm not 100% sure he is lost because alot of neighbors around here are not the brightest - they may have let him loose for a potty break or something. He ended up running up the long driveway of a house nearby. Maybe he lives there? I don't want to have him picked up if he is in fact, already at home... What to do????

If you contact AC they should call the numbers on its tags. Do you have and SPCA in your area yu can contact to see if they would be able to pick it up?

Call! This dog is in danger or being attacked by another animal, hurt by evil people, hit by a car or being provoked into attacking. If he has tags, AC should call the owners and hopefully they will learn a lesson.
