Default Dark Stuff in Corner of Eye

I had a question regarding my puppy's eyes (it's the same in both). As you can see in the picture below, there is this dark stuff at the inside corner of his eye. From it, there also seems to be a brown film that extends. I've tried to remove it several times (finger, cloth, tissue paper, etc.) but it doesn't budge and seems to be part of his eye. What is this? Should I be concerned?

It looks from the photograph as if it is part of the nictating membrane, or third eyelid. If you google you will find pictures of other dog eyes to compare it with.

My cream spoo has them too. I took her to the vet and fjm is right, it's a 3rd eyelid and very common. Don't worry about it.
