Counter-surfing, trash-digging, laundry-chewing, etc., I do all management. There's no opportunity for it. Bedroom and bathroom doors are kept closed. Laundry is in tall hampers. Trash is behind closed doors/in cabinets. Puppy is crated when we leave. No need to waste frustrating training time on these habits.
I train 4 different place stays (crate, bed, rug, training table), and use that training to manage loose time in the house. My puppy is hanging out now in a long stay in his bed. The bed is in the dining room now, I can see him from the couch and he can watch my fiance working on our kitchen remodel. He is included, but managed. He has been there for about an hour. He got up once to get a toy. I marked the misbehavior, directed him back to his bed. After about 10 minutes I gave him the toy he wanted. It is a combination of training and management, I guess?
Other management I've come across is dogs that are aggressive to other dogs. Depending on the cirumstances, it is not always trainable. But using management these dogs can like in multiple-dog households.
In my experience, the less corrections are used, the more management is used. That's only bad if you're not willing to do the management part.
