Default Correct Placement of the Prong Collar

I am getting conflicting training information.

If I am watching this video she has it a little too loose and too far down the neck. Right or wrong? It should sit below the jaw and up behind the ears.

I have used the Leerburg instructions and she seems off to me. BUT maybe there is an option for a little more wiggle room than I thought. I just want to see if I am being overly cautious here. Thoughts anyone?
